Air suspension bellows

A vulcanised-rubber bellows reinforced with textile cord layers and fitted with an airtight inner lining. It is presented without connecting plate, piston, clamp, air-inlet nipple or valve assembly.

The published BTB cites General Rules 1, 2(a), 3(b) and 6, the relevant Section and Chapter Notes, and the explanatory material for headings 40.09, 40.10, 40.13, 40.16 and 87.08.

Design for use in a motor vehicle does not, by itself, determine heading 87.08. The condition as presented at import, rubber construction and absence of the associated fittings are decisive classification facts.

A complete air-spring assembly and the bellows body alone may not produce the same classification. Reassess products supplied with a piston, top plate, valve or connecting hardware.
