The BTB cites General Rules 1 and 6; the provisions of Section XI and Chapters 90 and 63; the explanatory material for heading 63.07; and a customs laboratory analysis report.
Use during rescue or medical intervention does not, by itself, place the article in Chapter 90. The textile made-up construction as presented at import and the role of the straps and supporting elements within the whole are decisive.
Do not automatically transfer this result to rigid cervical collars, splints, vacuum mattresses or models with different materials or restraint mechanisms. Material composition, supports, mode of use and presentation must be checked.
A strong Chapter 63 / Chapter 90 distinction showing why objective construction must be reviewed before the product's medical or rescue purpose.
