OUR TECHNICAL READING

Although the steel ring is necessary for use, the heavier and visually dominant zinc figures give the composite article its essential character. It was therefore classified as another article of zinc under Turkish GTIP 7907.00.00.90.00.

CRITICAL DISTINCTION THAT MAY CHANGE THE RESULT

The result may change if the decorative pieces are iron or steel, zinc elements are merely incidental, or the product is essentially a ring-and-hook assembly. Weight, visual dominance, value and functional role must be read together.

PRACTICAL VALUE

A practical General Rule 3(b) example showing that keyrings, bag charms and metal accessories are classified by the material giving essential character rather than by their commercial name alone.
