The BTB cites the Explanatory Notes to heading 84.15 and General Rules 1 and 6. It also refers to a technical assessment by Istanbul University-Cerrahpaşa Faculty of Engineering, a technical report dated 7 July 2026 and a Directorate General of Customs letter dated 17 June 2026.
The ability to connect more than one indoor unit does not, by itself, make an outdoor unit a variable-refrigerant-flow system. The physical piping layout, absence of a common main line, position of the electronic expansion valve and lack of advanced network communication were read together; the product was classified under Turkish GTIP 8415.90.00.90.09.
Do not automatically transfer this result to models with a common main pipe, variable refrigerant-flow management, advanced network communication, a differently positioned expansion valve or a different multi-indoor-unit control architecture. Presentation as an outdoor unit alone or together with the system must also be checked.
Manufacturer literature may use multi-split and VRF terminology loosely. This BTB is a practical Türkiye market-entry reference showing why piping topology, valve location and control architecture matter more than the commercial label.
