PRODUCT PROFILE IN THE BTI

The reusable electronic smart badge consists of a plastic housing, an e-paper technology display, electronic circuitry and a lithium-ion battery. It receives data by Bluetooth. Measuring 105 × 65 × 3 mm, it displays information as images, logos and alphanumeric characters. The BTI identifies visual display of data as the principal function.

EU BTI CLASSIFICATION RATIONALE

Classification is based on General Rules 1 and 6 for the interpretation of the Combined Nomenclature, Note 3 to Section XVI and the HS Explanatory Notes to heading 8531. Although the article receives data through Bluetooth, its principal function is to present that data visually on an e-paper screen. It was therefore treated as other electrical visual signalling apparatus of heading 8531.

CRITICAL TARIFF DISTINCTION

Bluetooth connectivity does not by itself determine heading 8517; the principal function of the multifunction apparatus is decisive. CN 8531 20 is specific to indicator panels incorporating LCD or LED technology. Because the display in this BTI uses e-paper, the article falls within the other-apparatus branch of 8531 80. The comparison with 8517 and 8531 20 is our technical reading of the product and cited legal basis; the BTI text does not set out a detailed alternative-code analysis.

HOW SHOULD THIS BE READ FOR TÜRKİYE?

This record is not an EU classification regulation. It is an individual BTI issued by the Slovenian authority for specified goods and its holder. It does not create a binding Turkish BTB or a final 12-digit GTIP. It is nevertheless a strong comparative source for the 8517–8531 distinction involving Bluetooth e-paper badges, electronic name tags and similar visual data-display devices.

PRACTICAL VALUE

For a comparable article, verify the display technology, how data is received, any independent communication or processing capability and the intended use. An LCD/LED screen, touch input, independent data processing, cellular communication or another principal function may change the outcome.
