Application and cost impact
Customs collects the definitive duty when the covered goods are imported for release for free circulation. The rate is applied to the CIF value; it is not the total import tax rate. Other taxes and regulatory requirements must be assessed separately.
Example: for a CIF value of USD 100,000, the anti-dumping duty alone is USD 24,430 for Shandong Fuyang, USD 22,560 for Weifang Jianbao and USD 32,960 for others. These amounts are not the total import taxes or landed cost.
Effective date and duration
The Communiqué enters into force on 14 October 2026, its publication date. The measures expire five years after entry into force. If an expiry review is initiated before expiry, they remain in force until the investigation concludes.
Application is governed by the current Turkish tariff GTIP and the goods description in Article 4. Changes to the tariff heading or description do not prevent application. Communiqué 2026/31 concludes the investigation initiated by 2025/9. Explanatory English translation; the Turkish text governs.
