Galvanised threaded rods: distinguishing CN 7318 15 42 from 7318 19 00

Galvanised threaded rods of non-stainless steel, with a metric thread along their entire length and no head or recess. Their tensile strength is below 800 MPa; lengths range from 1,000 to 3,000 mm and diameters from 4 to 36 mm. They are presented without nuts, washers or similar elements and are used to join, suspend or fix equipment and components.

Classification is based on General Rules 1 and 6, Note 1(d) to Chapter 72 and the wording of CN codes 7318, 7318 15 and 7318 15 42. Being threaded and used to assemble or fasten goods in a way that permits disassembly without damage gives the articles the objective character of screw studding in subheading 7318 15.

The Regulation expressly excludes CN 7318 19 00 for other threaded articles. Threading alone is not decisive: the detachable joining or fastening function associated with screws and bolts drives the result. Stainless steel, tensile strength of 800 MPa or more, partial threading, a head, presentation with nuts and washers or another principal use may change the classification.

The Regulation is directly binding in EU Member States; it does not automatically create a binding Turkish BTB or a final 12-digit GTIP. It is nevertheless a strong comparative source for the screw-studding versus other-threaded-article distinction under heading 73.18. Türkiye's national subdivision, technical values and presentation must be verified separately.
