PRODUCT PROFILE IN THE BTI

The BTI covers a family of 21.5–98 inch FHD or UHD 4K TFT-LCD products used continuously indoors or outdoors for digital signage, public information and messages. Configurations may use Android 11 or Windows/Linux processing and include Ethernet, dual-band Wi-Fi, HDMI, DisplayPort, USB, Bluetooth and optional SIM/4G. Touch and non-touch variants can be floor-standing, wall-mounted or ceiling-mounted. No television signal receiver is fitted.

EU BTI CLASSIFICATION RATIONALE

Classification relies on General Rules 1 and 6 for interpreting the Combined Nomenclature, Note 3 to Section XVI, Note 6(D) to Chapter 84 and Commission Implementing Regulation (EU) No 112/2014. The decision identifies the multifunction article's technical identity as that of a display/monitor and places the LCD monitor, given its connection to and use with an ADP system, in CN 8528 52 91.

CRITICAL TARIFF DISTINCTION

A processor, operating system, storage, Wi-Fi, Bluetooth and touch input do not by themselves make the article an independent ADP machine of heading 8471. Where the objective characteristics and principal function point to presenting content, heading 8528 is strengthened. The absence of a TV receiver is also material to the television-reception branch. A model with dominant standalone processing or another principal function may nevertheless produce a different outcome.

HOW SHOULD THIS BE READ FOR TÜRKİYE?

This is not an EU classification regulation but an individual BTI issued by the Romanian authority for specified goods and its holder. It does not create a binding Turkish BTB or final 12-digit GTIP. It is nevertheless a strong technical comparator for the 8471–8528 distinction involving digital kiosks, advertising displays, touch totems and monitors with embedded computing hardware.

PRACTICAL VALUE

Check each comparable model against its own technical file: display size and technology, touch function, whether the embedded processor operates independently, input/output ports, any TV receiver, wireless modules and intended use may change the result. Türkiye's current 12-digit GTIP and applicable TAREKS, CE/EMC, RED and other product-safety requirements must be verified separately.
