Using EU harmonised standards correctly in a Türkiye import file

The standards behind CE marking are not a static list. Applicable legislation, the exact standard edition, its Official Journal citation and withdrawal date must be checked together for the product.

Harmonised standards commonly provide a practical route to conformity and a presumption of conformity, but an EN number in a test report is not enough. The reference must be published under the correct legislation in the Official Journal of the European Union, the edition must remain applicable, and the product must genuinely fall within that standard's scope.

Map the product's legislation first

Do not assume that electrical or mechanical equipment is governed by one instrument only. Voltage, radio modules, electromagnetic behaviour, moving parts, operating environment and protective-equipment function determine whether LVD, EMC, RED, machinery or PPE rules must be assessed together.

Verify the legal citation, not only the standard number

Check the edition year, amendments, Official Journal citation, restrictions and withdrawal date. A newly issued edition does not necessarily replace the previous edition immediately; an old edition may continue to give presumption of conformity during a transition period.

Current status of this technical reference

At the 8 September 2026 review, the official lists show amendments dated 4 September 2026 for Machinery Directive 2006/42/EC and RED 2014/53/EU, and 3 September 2026 for PPE Regulation 2016/425. EMC and LVD must still be checked in their own official lists. The new Machinery Regulation (EU) 2023/1230 becomes mandatory from 20 January 2027.

Carry the EU evidence into the Türkiye import file

Do not assume that an EU list amendment creates an automatic same-day Türkiye import result. Verify the Turkish technical regulation, current import-control communiqué, 12-digit GTIP, annex product description, TAREKS route and model-linked evidence accepted for the import review.

BEFORE SHIPMENT

Standard-edition and file check

  1. Map applicable EU and Turkish technical legislation separately.
  2. Record the complete standard number, edition year and amendments.
  3. Confirm publication under the correct legislation in the EU Official Journal.
  4. Compare restrictions, transition and withdrawal dates with the placing-on-market date.
  5. Link the standards in the Declaration, test reports and technical file to the same exact model.
  6. Complete Türkiye-specific GTIP, TAREKS, labelling and Turkish-instruction checks separately.
MANUFACTURER FILE

Standards evidence to request from the manufacturer

  • Current EU Declaration of Conformity tied to the exact model
  • Version-controlled list of legislation and standards applied
  • Reports showing the tested configuration and scope of each standard
  • Traceability between product revision and tested sample
  • Technical rationale and date record where an older edition is used during transition
