Importer of Record (IOR) vs import pre-check for Türkiye

An IOR answers who will assume the import role. An import pre-check answers whether the product, HS Code/GTIP, evidence and regulatory route are ready before shipment.

Appointing an importer or IOR does not by itself establish that a product may be imported into Türkiye. Product identity, likely Turkish GTIP, origin, customs value, TAREKS and CE routes, supporting evidence and the importer structure must align in the same transaction file.

What does an Importer of Record do?

Importer of Record is common commercial terminology. In Türkiye, the operative questions are who is the importer/declarant on the release-for-free-circulation declaration, how representation is arranged and where legal responsibility sits. An IOR provider may, where the transaction is feasible, assume the importer role and coordinate taxes, declaration and operations. Feasibility remains product-, sector- and transaction-specific.

An IOR is not the same as a customs broker

A customs broker carries out customs formalities under authorised representation. The commercial IOR role concerns the importer structure and its responsibilities. Having a representative prepare or lodge a declaration does not automatically remove the importer’s product and regulatory obligations.

What does an import pre-check do?

A pre-check identifies the model, essential function, materials, operating principle and intended use. It then reviews the likely HS Code and 12-digit Turkish GTIP route, customs duty and origin impact, trade measures and, where relevant, TAREKS, CE, TSE, BTK, TITCK or other permit and evidence requirements before shipment.

When might you need both?

An IOR model may be considered when a foreign seller has no established Turkish importer or plans to outsource the import responsibility. The product route should still be understood first. A workable transaction requires the product review and the importer/representation structure to validate each other.

No. Classification, technical regulations, permits, origin and supporting evidence must independently satisfy the applicable requirements.

03Can a foreign exporter ship before naming the importer?

Shipping before the importer, declaration data, customs value and compliance evidence are aligned creates material operational and cost risk.
