EUR.1 and preferential duty treatment for imports from the Maldives

The origin rules of the Türkiye–Maldives Preferential Trade Agreement are in force. An EUR.1 does not, however, make every shipment from the Maldives automatically duty-free.

The Regulation published in Türkiye’s Official Gazette No. 33350 of 24 August 2026 sets out how originating status is determined and how EUR.1 certificates are used in preferential trade between Türkiye and the Maldives.

What changed?

EUR.1 is identified as the proof of preferential origin under the Agreement. The Regulation entered into force on publication and applies with effect from 1 August 2026.

Who may benefit?

Only goods covered by the Agreement’s tariff concessions and qualifying as Maldives-origin under the product-specific origin rules may receive preferential treatment. Dispatch from the Maldives alone is not sufficient.

What does EUR.1 provide?

A correctly completed and customs-endorsed EUR.1 is used to prove preferential origin. The result is the zero or reduced customs-duty rate provided for the relevant Turkish GTIP in the tariff-concession schedule.

Critical review

Before claiming preference, confirm the Turkish GTIP, tariff-concession coverage, product-specific origin rule, direct-transport condition and consistency between the EUR.1 and commercial documents.

Importer checklist

  1. Confirm the product’s 12-digit Turkish GTIP.
  2. Check whether that GTIP is covered by the tariff-concession schedule.
  3. Document that production in the Maldives satisfies the product-specific origin rule.
  4. Match the direct-transport condition with the transport evidence.
  5. Check that the EUR.1 is correctly completed, endorsed and presented within its validity period.
