Two-list structure, prior authorisation and technical evidence for machinery imports
Türkiye introduced a dedicated machinery import-control Communiqué for 2026. The first decision is whether the machine sits in the list that requires prior authorisation.
Communiqué 2026/32 organises machinery under two GTIP lists. Annex 2/A machinery requires import prior authorisation before physical inspection; Annex 2/B does not use that prior-authorisation step. Scope and technical conformity still require separate review.
What separates the two lists?
Annex 2/A requires prior authorisation. Annex 2/B contains other machinery GTIPs subject to the Machinery Safety Regulation and transferred from the 2026/9 control line without adding the prior-authorisation stage.
When is prior authorisation needed?
For Annex 2/A products, the supporting technical file must be accepted before physical inspection can proceed. This should be planned before customs-declaration registration.
What is reviewed?
Declarations, approvals or test reports, model linkage, marking, instructions and technical-legislation scope may be reviewed. Forged or unverifiable evidence leads to a negative result.
TPS and customs declaration
The Machinery Import Conformity Document is issued through Türkiye’s Single Window System. Its 23-digit reference is declared in box 44; a separate wet-signed paper is not required.
Machinery pre-shipment checklist
- Confirm function and 12-digit GTIP from technical data.
- Determine whether Annex 2/A or 2/B applies.
- For 2/A, prepare the prior-authorisation file before shipment/declaration timing.
- Link declaration, risk assessment, instructions, labels and tests to the same model.
- Keep TPS, TAREKS and customs-declaration data consistent.
Core evidence to request from the foreign manufacturer
- Machine/model-specific declaration of conformity
- Technical-file summary, risk assessment and applied standards
- Test reports, type approval or certification records where required
- Nameplate, serial number and safety-marking evidence
- Original instructions and source text for accurate Turkish safety instructions
