Two Turkish BTB records reach different GTIP results despite sharing the terms 48 mm, P1 type and AW female thread. The decisive line is whether the product drills directly or only connects components.

Turkish BTBs TR060000260016 and TR060000260014 form a useful pair because similar technical wording does not lead to the same tariff result. This file does not reproduce the Explanatory Notes; it turns the published product descriptions, cited grounds and functional difference into a product-file test.

Why should the records be read together?

Both records use the descriptions 48 mm, P1 type and AW female thread. Yet the closed PDC drill bit is classified under GTIP 8207.19.10.00.12, while the intermediate part connecting drill pipe and bit is classified under GTIP 8431.43.00.00.00. Shared dimensions and connection language do not override different principal functions.

The signal for 82.07: direct drilling

BTB TR060000260016 describes a replaceable drilling tool that acts directly on the material through its own working surface. The record cites General Rules 1 and 6 and the Turkish tariff Explanatory Notes to heading 82.07.

The signal for 84.31: connection only

BTB TR060000260014 describes an item whose role is to connect the drill pipe in a coring assembly to the drill bit. Because it does not itself drill, its character as a part of drilling machinery prevails. The record cites General Rules 1 and 6 and the Explanatory Notes to heading 84.31.

Why is the catalogue name insufficient?

Commercial terms such as PDC, drill bit, adaptor or connector do not determine classification on their own. Verify the cutting surface, direct contact with the material, position in the drill string and condition as imported through drawings and an operating description.

  2. Does it contact the material directly and perform the drilling?
  3. Is it the working bit in the drill string, or does it connect two components?
